The police are prohibited in participating in a repo action. She almost crossed the line into criminal actions, but mainly this was a civil matter, so the cops must stand aside.

Almost? She committed assault and battery (her actions, and biting the repo man), she committed vandalism and destruction of property that wasn't hers. How did she not cross the line into criminal actions?

Correct. Until a point. All she had to do is lock the doors and stay in the car. That tow truck guy would eventually had to unhook it.
