The poverty rate in Cape Coral proper is not particularly high. However, poverty in that city's suburbs jumped from 11.3% to 18.6%

An odd comment. CC is essentially all one suburb.

Cape Coal was plagued by mismanaged local government, and then the housing bubble made it even worst. The local residents call it the Peoples Republic of Cape Coral.
