It is true, it is ridiculous and it discriminates against the poor. Some folks do not want to pay extra for a compost bin, have a minuscule yard that they want to keep clean for their children, and cannot afford to put in a top of the line powerful septic systems so they can grind it down the disposal.

A couple of things to think about. What, exactly is 10% of the trash (after a cursory look) By weight? By volume? By psychic vibration? Anyway, I am taking my extra food and sticking in crabby old Mr. Applebottem's trash can next store. He always creeped my out anyway. Let HIM pay the fine. Where is the court of appeal?
