Part of me wonders if this back and forth between the sexes has been going on for millenia with only recent global consequence being a result of the interconnectedness of society. As a man, I don’t want a clingy, overly-dependent woman but I also don’t want a feminist who sees me as nothing more than a sperm-donor. There has to be a balance between the two, but I don’t think the worldwide media sees it that way.

Sounds like Korea is taking a cue from Japan.

No children, “responsible” birth control, and all the after-effects that goes with this (aging and dying population).

Yes, I would say that's exactly what it implies.

Maybe they could do an alternative set of ads for men, emphasizing that they could be punished with a baby if they assume their sex-partner is taking responsibility for contraception.
