Not sure how this rule will be enforced. Will security stop everyone going into the mall to see if they are smuggling in underage strangers?

At the MN Mall of America on weekends they put up big signs at all the entrances and station at least mall cop at each one. If you look under 25 or so they stop you and ask for ID. Same as a liquor store would do.
