Could be 3’ x 4’, in which case 3 + 3 + 4 + 4 border = 14 feet.
Could be 6’ x 2’, in which case 6 + 6 + 2 + 2 = 16
Could be 12’ x 1’ in which case 12 + 12 + 1 + 1 = 26 feet.
Could be [sqrt] 12 x [sqrt] 12 = 3.464 x 3.464 in which case (4)(3.464) = 13.85.
Insufficient information to answer unless we assume the blanket is 3 x 4. However, The State wants you to answer 14 feet.
Stupid question because we do not know the measurement of the border. Is the border 1 unit and is it one or both sides.

First thing I did was assume a rectangle and digest the square roots to define the lower limit. C and D could be acieved, but not using whole units.
