It’s the whole reason Obama normalized relations with Cuba.
He is going to turn it back over to them. Order the troops to evacuate. Turn the property and the prisoners over to Cuba, who likely will then release them all.

Yep, and this is why he did that trade for Bergdahl too. It let him get rid of 4 hardcores that he would have otherwise had to find a home for.
