Some people have said "they knew it wasn't a bomb or they would have evacuated the school." That's probably correct. They knew it wasn't a bomb but it still looked like it was a bomb hoax.

A bomb hoax is a Federal felony and the school authorities had a legal duty to report it and the cops had a legal duty to investigate it.
