George Bush invades Sunni-controlled Iraq and deposes the bastard Saddam Hussein who nonetheless was part of the balance of power between Iran and its allies and Shiite and Sunni.
The USA expends 4000+ lives first deposing Saddam, then fighting Shiite (Iran backed) groups, and then putting down Sunni opposition. The US forces there became hostages to Iran’s blackmail.
Obama simply abandons it all, completing the Iranian takeover of rump Iraq, and setting the Sunnis, and ISIS, loose on Anbar and Syria.
Obama completes the disgrace and failure by letting Iran loose from sanctions, possibly giving it a nuclear weapon in the future, and saving its bankrupt regime by releasing $150 billion dollars and giving Iran access to world trade and financial markets.
In sum, it seems the USA spent lives and vast treasure to give Iran, and its allies China and Russia, everything they want. Starting unwittingly by Bush, and completed quite deviously by Obama.
