No he doesn’t say that. He has laid out a strategic plan of deportation of criminals, cutting out social services, cutting off employment and allowing those measures to reduce the number of illegals. At that point we can decide how to handle those left. Throughout the process, he says no more catch and release. Laws will be enforced.
The only difference between Cruz and Trump is that Trump wants to go to the expense of deporting them all, then expediting them back in.
And one way to handle the millions left is to let them stay:
