I'm going to go out on a limb and speculate (due to lack of info).
The 'man' was a Muslim who thought he was meeting a female who would 'wear the burka', and the three men from St. Louis were BLM members .

LOL, I was telling an acquaintance recently that Madison is the flyover country equivalent of Cambridge, MA or Berkeley, CA, and that there were areas of the city one should likely avoid, being the liberal haven that it is.
He didn’t believe me, but it is the truth. Not saying it is taking your life in your hands, but you are definitely going to expose yourself to unpleasantness just by going there.

Gee let me consider, would I meet up with someone at an Inn with an hourly meter on the door and whom I met on line? Hum, NO.
I laugh watching cops when the undercover vice officers ask some mark if he is looking for a “date”. Sounds like this is the updated version of what a “date” is.

I hope this story isn’t inappropriate for FR but there is a moral in it.
We were maybe 18, coming home from a NYC club when my friend Frank gets off onto 3rd avenue in Brooklyn. It was known for ladies of the evening.
I said “are you nuts? If you want to do this, park on the side street and I’ll wait till you get back.”
They usually worked right near their “place of business”or got into your car. No way the second one was happening .
So he was mad but he parked on maybe 60th and 3rd.
As he started walking across 3rd avenue a car pulled up to the “lady” he wanted to meet, and 2 undercover cars swooped in and blocked the john’s car.
Frank turned around, got in the car and we went home.
If he was alone, he would have pulled right up in the car and spent the night in jail and in a whole lot of trouble.
be careful of the micro-aggressions, now.
