Having been in emergency services for close to 40 years, I can state flatly that many deaths occur while people are doing things they'd just as soon no one else know about.
Usually, the powers that be view this as being something private, and not part of a public "need to know."
In a single vehicle rollover, was there any need to share this information with the public? Had I been PIO for that incident, I would have said, "The driver was probably distracted by his cell phone" and left it at that.
