My son went to Oki with the Corps in 2014 and they were very restricted about what they could do and where they could go because of past Navy atrocities. My kiddo was there for 7 months and didn’t leave the base except for one official event.
Sad, too, since my mom loved Japan from when she worked at the Philly Naval Yard doing electrical drafting for Aircraft Carriers.

Don't blame it on the Navy. Blame it on black enlisted personnel. Japan even petitioned to have the US military stay in Japan IF they excluded blacks. I think their version of SECDEF publicly said that he had no problems with Americans, just crimes committed by American blacks in the 90s.
Is Japan a racist country? No. However they have a VERY low level of tolerance for inappropriate behavior and violations of normal, polite, formal social etiquette.
I went there on January 1st 2013 and was there for over 2 months working with NMCI on the Marine bases and at the time there was another rape incident and even as contractors we were officially not to drink and under a curfew, unofficially however, they did not care as long as we kept a low profile about it.
