I lived there when public transport was run by private companies. Buses and streetcars. The system ran great. Still have some tokens.

I work next to Agoura road in Calabasas, CA. It is a side road along the Hwy 101 freeway. They are widening the road. Broke ground Nov 2014.
It is 2 years 4 months later and they are still working on it. Maybe 2 whole miles has been worked on with about a half mile not paved for months. The rest they are still grading. Backing up traffic at Kanan road and Agoura for months. (Malibu is several miles away down Kanan).
I suspect it would only take a few months to finish but they have to wait for the inspector....... or it is another brother-in-law project. BTW the city council rejected putting in a 8” water pipe as too expensive. They will install at a later date! when it will be more expensive as they - you guessed it! They will tear up the road to install it!

Liberty ships were built in large subsections. If we use some ingenuity I’m fairly confident with the right preplanning large modules could be created to expedite the matter.
A lot of stuff is done that way. Unfortunately in this modern day where everything has miles of wire in it that has to be a ground up design. Doing that to a subway system basically means rebuilding it from scratch, that’s the work of years.
I noticed on my last vacation trip to DC that a large number of workers at federal museums, monuments, etc are seriously obese black people.
I don’t disagree. I think on a project of this scope an all out effort could mitigate some of the delays, although then you come up against the unions.
