I agree. TWD is revealing in its examination of what happens to people in extreme survival situations. Those with characters like Shane, the governor, Negan, and the Terminus gang WILL be a threat once the constraints of polite society are gone.
Just look at ISIS. Not everyone who signs up is a religious zealot. Many are bored young men for whom the opportunity to chop off heads and take sex slaves sounds appealing.
