these are people deliberately heading off the rails and there is no stopping them....I say let them have their way....
but to protect them in a safe house is the absolute definition of insanity....

Sounds like a program to enable and therefore encourage drug addiction.
I am in favor of spending more on rehab, but not this. We need to get them off the streets.
