He saw Britain, sans Churchill and under Fascist rule, as the ally of his dreams. Even he knew that Mussolini and his Roman Imperial fantasies were costume opera. After all, the British describe themselves as Anglo Saxons (with a bit of hardy Norman - Norsemen Aryanism thrown in), the royal family had been German for over two hundred years, and there were plenty of Nazi sympathizers in very high places (King Edward VIII / Duke of Windsor, for example) waiting in the wings to welcome the Führer. So if he could capture the whole British army intact and claim his sparing them, like giving a city under siege a day or two to consider their position, an act of mercy he'd be able to bring them under Wehrmacht command (like he later did with the Finns and Hungarians) for the push against his real race enemy, the Russians.

Had he captured them that might have worked. But he sat on his hands. Relied on Goering to destroy British air power (he was THAT CLOSE when he stopped), then gave up and decided to open up another front against Stalin. Not a military geniius. Thankfully.
