Send out a charging dongle to all owners that clamps the voltage to 3.9 or so...until they send a replacement.
That’s not ho li-ion charging works. Limiting charge to 60%will not guarantee the separator defect will not trigger an explosion but it likely will annoy users enough to turn in their phones for replacements.
