Getting drunk at home isn’t a crime, but the story doesn’t say how she came to be arrested.

While I'm sure it's an interesting and colorful story, I don't think it matters in this case.

Could just be “protective custody” which isn't an official charge. Someone may have thought she was “too drunk” and when the cops did a “welfare check” she may have acted in a manner in which LEO thought they were a “danger” to themselves. And yes, they can remove someone from their home if this is what the LEO believes. I know, it happened to me about 20 years ago.
