Last year the police parked a black-and-white along the interstate, mannequin dressed in uniform in the driver's seat. The intent was to simulate a speed trap and slow traffic down. Pranksters added another, female mannequin on the hood, dressed as a hooker. Kansans don't mind a good joke...
