We run into that stuff all the time in CA. We are mostly in south Beverly Hills and people be crazy!
They run stop lights, stop signs and jaywalking is legal.
My wife had finals, that week an unhappy student at CSULA was in the parking lot at night with long knives cutting cars and tires in three parking lots. He was arrested by campus police and in his car he also had a hatchet, a loaded gun and three extra clips.
Some of our neighbors freak out while smoking mushrooms when they walk down the block and think they saw Larry King at a bagel shop.
Fun part is that was Larry, he owns the place.
