They began a $2 billion electrification of rail, that wasn't needed but the enviro whackos convinced them to scrap the existing diesel locomotives in favor of electric wires and engines. The existing diesel locomotives already use electric motors; the diesel engines generate power to drive the electric motors. All being scrapped, in favor of bringing electricity over wire which is very wasteful!
The local rail electrification is tied to the high-speed rail project, where California Democrats are also begging the feds for billion dollar grants.
