It was not a sequel to man of steel. The sequel to man of sTeel is still forcoming. It is not a rip off of superman IV, those are different super villains. Although doomsday originally wasn’t created by lex luther, that doesn’t make it either a sequel or a rip-off. The movie in queston certainly had never been done before.

To be fair all super man origin stories could be considered “rip-offs”.

That's funny, when the film was announced, fans of Man of Steel gloated about how the movie was now "getting a sequel that will introduce Batman" and how that "proved" Man of Steel was a success. They even argued it was clearly a DIRECT sequel because the opening scene of Batman vs. Superman recaps the climatic fight from Man of Steel and picks up where the previous film ended. Take it up with them.

By that logic, Nosferatu was not a ripoff of Dracula, because even though they copy the same plot, they change the name of the character to "Court Orlok" and set the movie in German instead of the UK.

The reality is BvS copied numerous scenes/plot points from Superman IV, recycling what Hollywood had already done 30 years ago:

SUPERMAN IV: A major theme of the movie is the United States and the Soviet Union may engage in nuclear war, which Lex Luthor tries to exploit to his advantage
BS: A major theme of the movie is that the United States may engage in a conflict with the Russians, thanks to Lex Luthor trying to exploit Russian weapon-trafficker Anatoli Knyazev

SUPERMAN IV: A big highlight of the movie is Superman saving a Russian spacecraft
BS: A big highlight of the movie is Superman saving a Russian spacecraft

SUPERMAN IV: Superman appears at the UN in a wannabe "epic, inspirational scene" where he lays down the law and challenges others to do better
BS: Superman appears at the Senate in a wannabe "epic, inspirational scene" where he lays down the law and challenges others to do better

SUPERMAN IV: At the Daily Planet, Clark Kent is conflicted about how much Superman should intervene. Superman goes into self-imposed exile.

SUPERMAN IV: The "bad guy", yet AGAIN, is Lex Luthor, which the studio spins as "fresh and new" because they claim he does something "different" in this movie besides have a real estate scam

SUPERMAN IV: The unstoppable Lex created monster proves to be difficult for Superman to fight because it can absorb and redirect energy.

There are 70 years worth of stories in the source material, and they had dozens of scenarios they could have done that involved Superman's origin on Krypton but didn't involve plots we've seen before. Hollywood choose to steal the plots from Superman II for Man of Steel and the plots from Superman IV for Batman vs. Superman because they are lazy hacks, period. There is zero excuse and this movie rightfully deserves to be bashed for its sloppy filmmaking.
