It's now pretty clear what happened. John Brennan, the highly politicized director of the CIA, desperately wanted to get the FBI to investigate the Trump server and Trump. Thus, he got the CIA to use its Russian mimicking program to fake all sorts of “Russian” contacts with the Trump server. Then the FBI took that fake evidence, went to the FISA court, and got the October FISA warrant on on the basks of that evidence.
