Back in the day I would sneak onto the hotel property and find a lounger to sleep on. Slept on many a rooftop sundeck at Myrtle Beach.
Never slept in a truck.

Since when is it illegal to sleep in a motor vehicle? I used to sleep in my station wagon all the time.
A pack of cigarettes would get them life in prison.
Back in the good old days, I would have laid felony possession with intent to distribute charges on them. (Pot + baggies + scales = felony time). Offer them a generous deal of 10 years, 3 to serve, balance on probation. Or trade your supplier for the time in the state pen, and they could get off with a year at the county jail. They would either turn into upstanding citizens, or they could serve the rest of the 10 years on a probation violation.
