Although most of these comments weren't made during his presidential campaign, they mostly show that he would have been against the new budget. Either way, his big campaign promises weren't included in the Ryan budget.

Trump has done a great job on many fronts. But this budget is an epic fail. And the people here trying to polish this turd only look silly for trying.
(The dems got funding for sanctuary cities and planned parenthood, and no funding for the wall—this is not what winning looks like)

It’s his presidency, and he doesn’t have to sign it. Could there have been a government shutdown? Could he have demanded border wall funding? The Democrats got everything that they wanted.

Is it possible for the Republicans to pass a spending bill, say next month, that would shift funds from program x to program y? Or are the budget allocations sacrosanct?

Democrats got everything that they wanted.I don't believe that's exactly true.
And, as others have noted, would it be better for Trump be weakened by a Congressional Override? Which, from the sounds of it, they would have the votes for.

This isnt a new budget. That comes in October. This is just an extension of Obamas last budget to get us til fallthiose are artificial distinctions to rationalize failure. This is just kicking the can down the road. (Perhaps to find another excuse in 5 months.) Why would a shutdown in October be so much better than one right now?

He can’t just hang this JUST on congress . Bottom line—He does NOT have to sign this budget.
Here’s one thing I think he could do right now. Tell the dems and republicans if they don’t give him a good budget he will repeal DACA, see what they do with that.
If you want to MAGA you have to play hardball, otherwise this presidency will just be a speedbump on the road to ruin.

Sooner or later President Trump is going to have to confront the UniParty; there’s just no way around it. And there’s no better structural confrontation point than within the nucleus budgetary policy which binds the Republicans and Democrats together, MONEY.
It is critical to remember, and urgent to note, that corporate media play a major defensive role -in partnership with the political financial class- inside this DC system. Every effort will be made to dilute any public discussion of how special interest money is used in DC to create the UniParty legislative agenda.
There are trillions at stake.
When BIG DONOR legislation passes through congress it doesn’t matter whether it is Republicans or Democrats who originally sponsored the lobbyist’s bill, it’s still toxic.
- Issue ONE – All legislative constructs coming through DC are externally created by special interests and lobbying groups.
- Issue TWO – All special interest lobbying legislation is UniParty legislation.
- Issue THREE – With 1 and 2 in mind, all legislation reaching President Trump’s desk is lobbyist legislation.
There is no way to break that cycle until President Trump confronts the UniParty.
President Trump and the communications team are going to have to call out members of their own party, by name, who are part of the corruptible influence game. There’s really no way around it, eventually this is going to happen.
It appears President Trump is positioning the Fiscal Year 2018 budget battle as the geography for the biggest and most necessary political war. This appears to be the timeline for the predictable “ugly”.

It could not be any more clear that what Republicans say and do when it doesnt count (repealing Obamacare while Obama can veto it) is far, far different from what they do when it does count. Disregard what they say, most seem to be lies.
