We saw similar when we lived in PC. Part of the reason we no longer live in PC.
There have been efforts to tighten up the situation over the years, after shootings and sexual assaults. Alcohol has supposedly been banned from the beaches. From what I have heard from friends who have been back, the crowds have simply migrated over to Mexico Beach. It used to be nice and quiet over there. I guess not so much anymore.
Bay County is just pushing the problem around. It can't fix it because the county has allowed the culture to build over the years catering to the all mighty tourist dollar.
