From the look of the rust on the bolt I assumed it was open or there would be a pattern with less or no rust where it was in contact with the receiver. I would also expect it to be very hard or impossible to open the bolt with that much rust without using some penetrating oil and I don’t see any sign of that.
But I could be wrong.

Augusta police Lt. Chris Read told the paper that the rifle was possibly related to some type of burglary, theft or other crime. What a dipshi* (or typical fake news from the reporter who used the quote) - it was also possibly dropped their by space aliens.
Right now, they have NO IDEA where it came from, or what its history is.
