My question is: What kind of idiot hooks the customer up to the bungee *before* anchoring the dang thing? THAT is the question. Well it is Spain after all. Some of their spawn is on display in Mexico.

The bungee line itself is the last thing to be hooked up. It would be quite awkward to handle the harness if it were attached.
