Yup. A constitutional amendment could be real simple:

"All laws of the United States and the District of Columbia apply to Congress."

But that won't happen until the states convene an Article V convention to suggest Constitutional amendments. If we get that, I'd prefer something more direct and effective:

"No person, who having served all or part of any term in Congress as of the date this Amendment becomes effective, may serve all or part of any term in a further Congress."
