Absolute zero is the point where matter ceases to “vibrate,” as I understand it. Not sure that’s actually measurable.

My thermometer goes down to -4 Kelvin.

And my '66 Dodge Dart with a slant six had a speedometer that went up to 120 mph. That doesn't mean it ever gets there.

Matter tat does not vibrate is no longer material. It is random quarks with no linkage or activity. 0 is 0.
