“because officials believe President Trump is too “bereft of reason” for negotiations”
Couple of thoughts. What is there to negotiate? When has North Korea negotiated in good faith?

We had fifty years of "negotiations" with the communist bloc through the Cold War. They never negotiated in good faith, not once. No sane person expects "negotiations" to get anywhere with these ideologues, and anyone who calls for them as a way to have peace in our time is devoid of history.

No doubt they are forming their opinion from Compost and NY Slimes reporting.

Planning to launch four ICBMs into a 50km radius ring around Guam is not negotiation. It is practice for nuclear war. Period. My position is that now that they have announced their plans, they never get to carry them out. How are we ever to know that these aren’t actually armed? Stupid move by the Norks. It would be even stupider if we don’t take out the launch facilities right after they prep the birds for launch. Yes, I understand the inevitable response by crazy people (U.S. as well as DPRK).

Yep - really means that they know Trump isn't a cowardly appeaser and won't allow this to go on any more.
