We had fifty years of "negotiations" with the communist bloc through the Cold War. They never negotiated in good faith, not once. No sane person expects "negotiations" to get anywhere with these ideologues, and anyone who calls for them as a way to have peace in our time is devoid of history.

Planning to launch four ICBMs into a 50km radius ring around Guam is not negotiation. It is practice for nuclear war. Period.
