There was no need for violence at Waco --their strange cult leader jogged down mainstreet of the nearest town EVERY DAY without escort.

It was actually worse than that. The Branch Davidian "compound" was way out in the countryside and Koresh took his daily jogs on the near deserted county road surrounded by nothing but farm fields. Near zero chance that any bystanders would have been around.

To top it off the local Sheriff offered to go to the front door and ask Koresh to come out and talk. The Sheriff had been there and talked to Koresh on numerous previous occasions. The ATF turned his offer down in favor of their all out armed assault.
