Every time my company gives me a shirt, its taxed. Taken to the extreme, large perks like vacations can be ‘given’ to employees...of course the other extreme is this German taxman trying to tax coffee.

I’m guessing they wanted it treated as a form of income and the approximate value taxed as such.

Assuming that if it is considered to be part of an employees compensation, it can be taxed. If it’s not considered an actual meal, it can’t be taxed.

Snack free — tax free

The government might look at this as a form of compensation, which would be taxable like a bonus.

Let’s face it, governments are looking to tax ever and anything.

Same reason that here in the US if you work at a restaurant and they either give you a meal or let you take home left over food it is taxable.

If your employer gives you scratch off, gift cards or leftover promotional items like t-shirts, beach balls or key chains those are also taxable.

The government is very greedy.
