What he is saying is that he has knowledge of illegal acts but is not revealing them. According to the OP, Conyers' lawyer made that claim - not him. In a pinch, Conyers can claim that he never said any such thing, and that his lawyer was exaggerating for effect.
Of course it's true that he really does have dirt on lots of congress critters, so you can bet they read him loud and clear.
