I would guess the CIA. Throughout their history, one of their units, topples governments and installs someone who will do what they or the puppet masters want. There have been 3 installed by CIA initiated agitprop in Iran.

CIA helped install Castro, but he refused to take some of their orders, and turned out to be a Communist to boot. When USA embargoed their sugar, Russia stepped in to help them.
