It is a simple rule of writing: If you are going to use an acronym, you spell out the phrase the first time and add, in parentheses, after it, the acronym. And then just use the acronym the rest of the time.
You do this even with phrases that most of the audience of the paper are familiar with. What does OMB mean?
Office of Management and Budget. They control the $ and manpower.
I think it’s Office of Management and Budget...but with all the acronyms out there...who knows
