Many American cities were founded by men with noble intent and the highest ideals, which have fallen by the wayside over the decades and centuries since their beginnings.

Say what you will about New Orleans, but as a city built by pirates, brigands, cut throats and smugglers, it has remained true to its founding principles.

I like how you said “built”. It was not established by smugglers and pirates etc. but it was definitely built by them.
