You are mixing apples and oranges. Interim or final clearance is the status of completion of a background investigation. An interim clearance is one based upon filing the BI paperwork and completion of a national agency check. A final clearance means that the background investigation has been completed and reported to the clearance adjudication authority.
The designators, Confidential, Secret or Top Secret is the level of access.
