There have only been a few decades of semi-free speech combined with a right to vote. Most WWI British soldiers mowed down in Flanders didn’t have a right to vote.
Much earlier, you spoke up, the Crown would have you murder via hanging or myriad other tortures. You could simply be expelled to be a slave of the Royal Navy at sea, or expelled to Australia.
