The OOD was an ill-trained Ltjg and she has the standard surface search radar on the bridge with her.
The lady O3’s in CIC were her back-up and the XO had little faith in any of them. Hell, they didn’t even have the combat/tracking radars properly adjusted.
Especially the bridge watch.

Concur. Given the OOD’s testimony that she had no confidence in CIC and that data about only tracking 5 targets instead of 25 like the other ship means she was not without foundation. But there was an obvious lack of competence all around. That ship had no business leaving the dock. And I fear this is not an isolated instance.
