There is nothing about that in the Constitution.

And the Dred Scott is mentioned separately, but not as if it quoted the Constitution where it says no negroes or Chinese...or FTM that only white people are allowed.

I suggest the article is simply in error. Perhaps the writer hasn't actually read the Constitution and simply believes it contains this provision, based on his knowledge of the Dred Scott ruling. It's similar to belief in the Constitution's granting a "right to abortion" based on Roe v. Wade, even though the Constitution says absolutely nothing even remotely to that effect.
