No, but it WAS Stalin who allowed the Germans to do all kinds of field tests of Panzers, aircraft and artillery IN SOVIET RUSSIA in the 1930s, well before the “festivities” over there got started. The Western allies had spies in Germany, but not so much in the USSR.

Stalin also gave the SS and Gestapo the lists of all members of the German Communist party, so Hitler could do away with them. Stalin did not want a strong German Communist movement, out of fear they would eventually rival Moscow.
