I can’t figure out why they used the word “steeling” instead of “stealing.”

Because Pennsylvania once had a huge steel industry and still has many nicknames with "steel" in it, like the Pittsburg Steelers.

Under President Trump, the steel industry may rise again but I doubt if it can reach the level it used to be.

What you’re likely to get are mini-Mills that make a small range of steel products. Rolling Mills for plate, and so forth.
