These people are misguided. Dogs breed at an astonishing rate, relative to humans. 2 litters of six puppies each per year, year in and year out. To put all this effort into saving dogs is a little extreme. They’re not quite as prolific as rabbits, which can put out 8 litters of 8 bunnies each per year, but they’re no slouches compared to humans.
