Something like having a factory’s sewage output line upriver from their drinking water source.

absolutely- but if the dog attacks it must be put down. Of course if people are in your fenced in yard uninvited, and the dog attacks, he’s just doing his job, as far as I am concerned.
If any dog is running loose and goes after people to hurt them? Dog needs killing.
