It isn’t about the amount of work. It takes two different skill sets to be a senator vs. an administrator. One needs leadership skills to corral the organization the way you want it to go. It isn’t easy changing the culture of a massive bureaucracy, but you begin at the top and for whatever reason, he has let Rosenstein run the day to day operations.
