As long as a state’s legislature makes that decision, it’s legal for that state. If a blue state legislature votes to always give its electoral votes to the Democratic candidate, is that also "legal for that state"?

AZLib - check out Publius’ very informative comment about this electoral crap. It is legal only if Congress votes to make it so. (Both houses). I’d dig up the comment but too tired, it’s on the previous page or one before that.
