It only applies to purchases by the city for school lunches, city run hospitals and jails. Jeez, I’d take hard time upstate over Rikers.

The food served in NYC school cafeterias used to be cooked right there in the school cafeteria. Then they switched to breaded frozen garbage that just had to be nuked. It is awful stuff, just carbs smeared with something for flavor. No wonder lots of kids buy their lunches at the vending machine. They stuff themselves with chips and cookies and similar junk. Of course, their "mothers" could always send them to school with a packed lunch, but you just don't see that any more. "Ain't nobody got time for dat!" apparently.
