You mean the Logan Act!
Unfortunately though almost 200 years old and many “prima facie” violations no one has ever been prosecuted for a Logan Act violation. People have hemmed & hauled & sputtered and threatened the result two feeble attempts.
I say either enforce it or repeal it!

Two people of been prosecuted under the act, both in the 19th century. Neither was convicted.
